i'm bill karins. this is "way too early," the show that has been anxiously running to the mail box for weeks hoping for an invitation to an inaugural ball. only five days left we accepted our fate and put our tux back in the closet. thafrpgss f thanks for waking up with us. there is a new proposal on gun control set to be unveiled by the white house. the nra launches the latest tone deaf attack. this time the group is going after the president himself. plus, more trouble for boeing's 787. a dream liner in japan forced to make an emergency landing. now the entire fleet grounded. we'll tell what you that means for the boeing company straight ahead. also, a minor winter storm causing major travel issues this morning especially in new england. first, let's get to our top story here at 5:30 a.m. there are new developments in the emergency relief for the victims of hurricane sandy. 79 days after the storm reshaped the east coast, the house of representatives last night approved more than $50 billion

that vote failed. this morning president obama is slated to unveil a sweeping list of proposals aimed at reducing gun violence as part of a package put together by joe biden and his white house task force. senior administration officials tell nbc news the biggest proposals include universal background checks, a ban on high-capacity magazines, anything that carries more than ten rounds of ammunition. the president is also expected to ask congo reinstate the assault weapons ban. as for executive orders, are the president's expected to seek aggressive prosecution for those who break existing laws. for example, people who lie during background checks. the white house will be joined by children from around the country who wrote letters to him following the newtown shooting. this is not the first time the white house brought in special guests for the backdrop of a major announcement. recently middle class taxpayers were invited to the white house before a presidential speech on extending tax rates. conservative media mogul

rupert murdoch offered his thoughts on twitter. hopefully we'll get real actions on guns tomorrow, not some stage-managed stunt. new york is the first state to tighten the gun control laws in the aftermath of newtown. andrew cuomo signed a wide-ranging bill last night. the package includes an expansion of the state's existing ban on assault weapons and lit limits gun magazines to seven rounds and requires mental health professionals to consider patients that are a possible threat. >> let's at least learn from what's happened. let's at least be able to say yes we went through terrible situations. but we saw, we learned, we responded and we acted and we're doing something about it. we're not victims. we can strike back. we can defend ourselves. but we're going to do it intelligently and we're going to do it prudently and we're going to put rules in place that actually protect innocent people and n. society. >> new york's law comes despite the national rifle associate's

political influence in the state. according to the national institute of money and state politics, the nra spent more money on campaign contributions in new york than anywhere else in the country since 2003. the nra responded to the new york gun legislation with a statement reading in part, these gun control schemes have failed in the past and will have no impact on public safety and crime. sadly, the new york legislature gave no consideration to that reality. the nra has released a new ad that brings the president's daughters into the debate. >> are the president's kids more important than yours? then why is he skeptical about putting armed security in our schools when his kids are protected by armed guards at their school? mr. obama demands the wealthy pay their fair share of taxes. but he's just another elitist hypocrite when it comes to a fair share of security. protection for their kids and gun free zones for ours.

>> well, according to poe litke yoe, nra is launching a new lobbying push. the group is turning to allies in the gun manufacturing lobby who are making the case that guns are also about jobs. moving to the debt debate. the u.s. government expected to reach the borrowing limit in one month, newt gingrich says republicans are making a mistake by trying to link the debt ceiling to a deal on spending cuts. >> in the end, it's a threat they can't sustain. no one is going to default. no one is going to allow united states to not pay its bills. no one is going to accept the economic costs. it rallies the entire business community to the president's side. i don't think we should pick fights where we're in a position that we can't, in fact, in the end enforce our will. because we have no evidence of president obama's going to compromise. i think the president is

deliberately seeking confrontation. he's going out of his way to bully the house republicans. >> and allen simpson, the co-founder of the campaign to fix the debt, also warning against bargaining over the debt ceiling. >> do you believe the gop should be using the debt ceiling as a leverage point to get the president to agree to the cuts? >> i think that would be a grave mistake. i don't think that would solve anything. i know they're going to try it. how far we'll go, i have no idea. if you're a real conservative, really honest conservative without hypocrisy, you want to pay your debt. and that's what this is. they're not running up anything new. >> former senator chuck hagel, the man nominated to be the next secretary of defense picked up two key voices of support, chuck schumer and barbara boxer. two prominent democrats. they spoke separately with hagel to discuss the record. hagel eased their concerns after spelling out where he stands on issues ranging from iran and israel. to the treatment of gays in the

military. there will be plenty of pageantry during president obama's inauguration on monday. the official swearing in will have taken place the day before. you see the constitution requires a president's term to start on january 20th which falls on a sunday this year. john roberts will administer the oath of office during a private gathering in the white house one day before the big public ceremony. this is a good time to mention that "way too early" and morning joe will be broadcasting live from twashington, d.c. on monday and tuesday starting bright and early, 5:30 a.m. now to business. all 24 of japan's boeing 787 dream liner planes have been grounded due to safety concerns. yesterday one of the jets made an emergency landing after pilots were alerted to battery problems and the presence of smoke. the airport temporarily closed while passengers evacuated the plane using the emergency slides. over the past two weeks the

dream liner has a series of complications including a fuel leak, battery fire and cracked cockpit window. karen cho is live in london with the latest. the news about the dream liner keeps getting worse by the day. >> indeed, bill, the significance around this, i covered the maiden flight that went from tokyo to hong kong. and this highlights the collaboration between the japanese manufacturers who produce about a third of the components in this aircraft. the fact it's been grounded by the two major carriers in japan sends a signal to the industry. one of the issues for boeing is this a water shed moment for the company if their investigations and on going that lead to design changes that could mean more delays and also cost over run for the companies. so already boeing has said this should in fact be about break even on about 1,100 new dream liners. the question is whether the company will even make a profit on what is meant to be one of the most fuel efficient aircraft. >> karen, also today a lot of buzz about facebook taking the

plunge into the web search business. and all that personalized data that they have exclusively with all the facebook users. how much of a risk is this? >> first up there's been a disappointing reaction from investors that facebook didn't launch a smart phone. fwhut process does have potential. it's a way into the business that's been dominant about google that owns 75% of the search capacity out. there but facebook basically is telling you you're not going to find a recipe of such out there. you're going to be able to find a restaurant recommendation. so it's using the information that we put on there for every time we click a like on reference to something a restaurant, for instance, that comes back to you when you looking or searching for something. so some advertisers see this does have potential. where the heat is in the local business search engines for the likes of yelp showing more concern about facebook pushing into this path like google. analysts and investors are looking for growth path for facebook and this may be it. >> so bottom line, they're not

[ male announcer ] over a third of a day's fiber. fiber one. welcome back to "way too early." when i walked through times square this morning on the way to work at 2:00 a.m., it was rain. i hear it is now sleet and crunchy stuff on the sidewalk. it is getting slippery in new york city. now get an update on the winter storm heading through the northeast. it's not a major storm. the timing is just absolutely about as worse as it gets. snow starting during the overnight hours with plows don't get a chance to work on it and then the snow coming down right during the heart of the rush hour. the storm extends from the southeast to northeast. we warmed up in mississippi and tennessee. we're not concerned about a lot of ice there.

the issues are from central pennsylvania to new york city northward. your temperatures are about 35 to 36. no problems there. just rain and wet conditions. you notice new york city right at 32. boston at 32. providence at the freezing line. it's all areas pretty much away from coastal new england are getting snow. i heard the snow is pretty hard right now in areas of connecticut. so the worst travel on 84 also on 95 traveling through southern new england. more or less a light snow but still slippery from albany to boston all the way there on the maps. scranton there right around 28 degrees. so that is the travel trouble spot. by the time it's said and done, by the evening rush hour in massachusetts, could end up with two to three inches there from providence to boston. just north of boston maybe around four inches. springfield, 5. the forecast today, major problems. travel this morning with the airlines also. it will slowly improve from 4:00 p.m. on wards. the rest of the country, a lot of rain in the southeast. but, you know, by far the worst travel trouble out there is in new england.

let's turn now to sports. oprah winfrey confirmed that lance armstrong admitted to doping during her 2 1/2 hour interview with him on monday. but according to the world anti-doping agency, armstrong's couch confession to oprah won't be enough to get his lifetime ban from sports lifted. armstrong has to testify to his cheating under oath if he hopes to compete in the future. a significant legal fallout may be on the way for armstrong. espn reports that the justice department is going to join former teammates that accuses him of defrauding the u.s. postal service. they spent $30 million sponsoring armstrong's tour de france team. on to baseball now. i don't mean to bash the red sox, according to former red sox manager terry francona marketing consultants who advised the team during the 2010 season, they wanted to make the red sox a little more sexy. in his new book francona the red sox years, he describes meet wrgz red sox ownership was more
